
Only the State Can Declare Jihad, Says ISPR DG Lt Gen Ahmed Sharif
KARACHI – June 2025:
Director General of Inter-Services Public Relations (ISPR), Lieutenant General Ahmed Sharif, has firmly stated that only the state holds the authority to declare jihad, and no individual or group has the right to do so independently.
Speaking at a high-level meeting with religious and civil society leaders in Karachi, the military spokesperson emphasized the importance of peace, interfaith unity, and constitutional equality as cornerstones of Pakistan’s national identity.
“The prerogative of declaring jihad belongs solely to the state,” Lt Gen Sharif said.
“No group or individual is authorised to make such announcements.”
He highlighted the military’s efforts in safeguarding national unity against both internal and external threats, adding that every citizen, regardless of religion or ethnicity, is guaranteed equal rights under Pakistan’s Constitution.
Unity Through Equality & Respect
Reinforcing the message of inclusion, Lt Gen Sharif noted that discrimination based on language, ethnicity, or religion undermines the country’s values.
“The foundation of national unity lies in equality and mutual respect. Prejudice and hate are forms of ignorance that we must reject collectively,” he asserted.
The event brought together leaders of religious minorities and civil society groups, who appreciated the Pakistan Army’s outreach and commitment to building social cohesion across different segments of society.
Regional Threats and India’s Role
Addressing the broader regional security environment, the ISPR DG once again accused India of sponsoring terrorism inside Pakistan.
“We are countering these threats with a modern warfare strategy,” he said.
“If we remain united, no force can defeat us.”
The gathering concluded with a renewed call for interfaith dialogue, peacebuilding, and mutual cooperation to fortify national resilience.
