PA Speaker Malik Ahmad Khan Asserts His Constitutional Authority

Punjab Assembly Speaker Malik Ahmad Khan on Monday strongly asserted that no individual or institution could strip him of the constitutional authority vested in his office, particularly his power to file references against lawmakers violating their oath.

Speaking at a press conference in Lahore, the speaker made it clear that while he had the constitutional right to take action under Articles 62 and 63, he had no intention of exceeding his mandate.

“I will not overstep my authority even by an inch,” he stated. “What I am doing is not about targeting anyone—it is about maintaining the sanctity of the House.”

Malik Ahmad Khan emphasized that Members of the Provincial Assembly (MPAs) who engage in conduct contrary to their sworn oath could face constitutional consequences. “If sections 62 and 63 of the Constitution are not enforceable, then we might as well discard them,” he remarked pointedly.

He went on to say that he had always strived to conduct his role with integrity and fairness. “I have consistently provided the opposition sufficient time to speak. But upholding the decorum and dignity of the House is equally crucial.”

Referring to recent disruptions during Chief Minister Maryam Nawaz’s speech in the Punjab Assembly, the Speaker disclosed that he had issued notices to certain MPAs involved in what he called “hooliganism.” Additionally, he confirmed that references had been filed with the Election Commission of Pakistan (ECP) against other legislators over their misconduct.

“The power to file such references lies with me, and I have exercised it within the framework of the law,” he said.

The statement from the Speaker comes amid growing political tensions within the assembly, particularly over opposition protests and verbal clashes that have marred recent sessions.

Malik Ahmad Khan reiterated that the rules must be followed by all members, regardless of political affiliation. He concluded by underscoring his commitment to neutrality and the constitutional responsibilities of his office.
