Finance Minister Muhammad Aurangzeb meets IFC delegation to discuss growing $2 billion portfolio and private sector investment opportunities in Pakistan

IFC Briefs Finance Minister on Growing Portfolio Exceeding $2 Billion Annually in Pakistan

A delegation from the International Finance Corporation (IFC) called on Finance Minister Muhammad Aurangzeb and discussed its “growing portfolio in Pakistan, which now exceeds $2 billion annually,” according to the finance ministry. The meeting focused on scaling private sector investment, expanding local currency financing, and deepening collaboration on infrastructure and public-private partnerships.

ISLAMABAD – The IFC delegation comprised IFC Divisional Director for Pakistan, Afghanistan and Central Asia Simon Andrews, World Bank Country Director for Pakistan Bolormaa Amgaabazar, and IFC Country Manager Naz Khan. The IFC is the private sector arm of the World Bank Group.

According to the finance ministry, key areas of engagement included financial sector support through risk-sharing and guarantee facilities to promote trade and small and medium-sized enterprises (SME) financing; expansion of local currency financing to mitigate foreign exchange risks; and upcoming initiatives such as a diversified payment rights facility and a green bond issuance with a leading local bank.

Scaling Private Sector Investment

“Discussions focused on further scaling private sector investment, particularly in infrastructure and public-private partnerships,” the ministry said. “While progress had been made in areas such as urban water management and distribution efficiency projects, both sides acknowledged the need to develop a stronger pipeline of projects and enhance coordination to unlock larger-scale private investment in sectors including energy, transport, and logistics.”

The minister emphasized the importance of adopting a client-centric approach to financing solutions, particularly in facilitating local currency lending to support private sector growth and reduce exchange rate vulnerabilities. Aurangzeb underscored that “such initiatives complement, rather than substitute, foreign currency inflows and are essential for sustainable economic expansion.”

Job Creation, Entrepreneurship, and Innovation

The meeting also covered collaboration on job creation, entrepreneurship, and innovation, including proposals for developing a venture capital ecosystem and strengthening private sector engagement in policy formulation. Both sides discussed mechanisms to further institutionalize dialogue between government and business stakeholders to support effective and responsive policymaking.

The broader discussions addressed regional economic connectivity, particularly with Central Asian countries, and the importance of leveraging emerging opportunities in agri-business, infrastructure, and trade linkages.

Macroeconomic Stability Amid Global Uncertainties

Aurangzeb briefed the delegation on the government’s ongoing efforts to maintain macroeconomic stability amid global uncertainties, including proactive management of energy supply chains, fiscal discipline, and targeted subsidy frameworks.

The finance minister welcomed Andrews on his recent appointment and appreciated the IFC’s enhanced engagement in Pakistan over the past few years, particularly in investment, trade finance, and advisory support. He acknowledged the positive impact of IFC’s on-ground leadership and responsiveness, noting that increased senior-level presence has significantly strengthened collaboration and delivery.

Commitment to Deepening Collaboration

Both sides reaffirmed their commitment to deepening collaboration, accelerating implementation of priority initiatives, and leveraging the full suite of World Bank Group instruments to support Pakistan’s reform agenda, private sector development, and sustainable, inclusive economic growth.

Analysis: A Growing Partnership

The IFC’s growing portfolio in Pakistan—now exceeding $2 billion annually—reflects the international financial institution’s confidence in the country’s private sector potential. The focus on local currency financing is particularly significant, as it addresses a key vulnerability for Pakistani businesses: foreign exchange risk.

By expanding local currency lending, the IFC can support private sector growth without exposing borrowers to the volatility of the rupee-dollar exchange rate. This complements foreign currency inflows from other sources and helps build a more resilient financial system.

The emphasis on developing a pipeline of infrastructure projects for public-private partnerships is another critical area. Pakistan’s infrastructure needs are vast, but the government’s fiscal constraints limit its ability to fund them directly. Engaging private capital through well-structured PPPs could help bridge this gap, delivering needed infrastructure while managing fiscal risks.

The discussion on regional economic connectivity with Central Asia aligns with Pakistan’s broader strategic objectives. As the country seeks to diversify its trade relationships and leverage its geographic position, partnerships with international financial institutions like the IFC will be essential.

For the IFC, Pakistan remains a key market. The country’s large population, growing middle class, and strategic location offer significant opportunities for private sector investment. The challenge—as both sides acknowledged—is developing a strong pipeline of bankable projects and coordinating effectively to unlock larger-scale investment.

As Pakistan navigates the economic pressures of the Middle East conflict, partnerships with institutions like the IFC provide a measure of stability and a pathway to sustainable growth.
