Sniper Deployment at St. Patrick’s Day Party Described as Preventive Safety Measure

WATERLOO:
The presence of a police sniper during St. Patrick’s Day celebrations in Waterloo sparked fear among some attendees, but a former officer says the move was a proactive step to prevent potential threats.

Scott Blandford, a public safety program coordinator at Wilfrid Laurier University and former tactical officer, explained that deploying snipers at large gatherings is a standard precaution based on risk assessment.

“Large crowds can present opportunities for individuals seeking to carry out violent acts,” Blandford said, noting that such deployments are meant to prepare for worst-case scenarios rather than respond after an incident occurs.

The Waterloo Regional Police Service confirmed that a sniper was positioned on a balcony overlooking an unsanctioned street party during the weekend celebrations. Images and videos of the officer circulated widely on social media, drawing mixed reactions.

Police spokesperson Melissa Quarrie stated that such measures are routinely used during large-scale public events, whether officially organized or informal.

“This is something that happens regularly when we expect significant public gatherings,” she said, adding that similar strategies are used by law enforcement agencies across Canada.

High-Ground Advantage

Blandford explained that having a sniper in an elevated “overwatch” position allows officers to monitor crowd activity more effectively and respond quickly if needed.

“If an incident occurs deep within a crowd, it can take time for ground officers to reach the scene,” he said. “An elevated position allows for better visibility, coordination, and, if necessary, immediate intervention.”

Public Reaction Mixed

Despite assurances from authorities, some partygoers reported feeling uneasy after noticing the sniper and chose to leave the event early.

Blandford acknowledged such reactions but emphasized that these measures are designed to enhance public safety, especially during events involving large crowds, alcohol consumption, and unpredictable behavior.

Security Based on Risk Assessment

Experts say decisions to deploy specialized units like snipers are based on several factors, including crowd size, nature of the event, and potential risks.

With St. Patrick’s Day known for large gatherings and high energy, authorities aim to ensure preparedness against any possible security threat.
